Meet the Team

Helen Dean, Project Manager

My work focuses on projects that give advice and guidance to low-income families and those in fuel & water poverty in Berkshire. I also provide training to practitioners, give talks to small groups, attend drop-in sessions for advice at venues, and provide one-to-one telephone advice for families that need additional support.

Maria Kelly, Rural Housing Enabler

I joined the team in 2023 and was helping to deliver our 21st Century Community Halls project, to improve and develop facilities in Berkshire halls. I also worked to evolve new projects that help support rural communities across the county.

In 2024 I became CCB’s Rural Housing Enabler. My focus is to help rural communities better understand their resident’s housing needs.

Andrea Malcolm, Project Development & Research Officer

I am the newest addition to the team at CCB, joining the organisation in December 2025. I bring a blend of corporate and charitable sector experience, having worked for major international energy companies such as BG Group and Royal Dutch Shell. Alongside this, I’ve spent several years volunteering, building and nurturing partnerships across sectors. This has included working with local councils, universities, police services, and key community stakeholders – experience that aligns perfectly with the partnership and research focus of my new role.
Over the coming months, I’ll be concentrating on a Community Development Research project and supporting the 21st Century Community Halls Project, leading research and evaluation activities to better understand rural challenges.
As a local resident living in a nearby village, I’m passionate about supporting the diverse communities across Berkshire and look forward to meeting many of you soon.

Kate Meads, Community Buildings Advisor & 21st Century Community Buildings Project Officer

I support volunteers and staff who run village, community & parish halls throughout Berkshire, providing advice and information on changes in the law affecting public buildings, funding, health and safety issues, etc., producing newsletters and organising training sessions for Community Building members.

I also work on a National Lottery-funded 5 year programme which aims to bring village, community & parish halls throughout Berkshire into the 21st Century. The project has 5 areas of focus: Sustainability, Environmental Impact, Fabric of the Building, Energy use and management and Accessibility (physical and digital). The project collaborates with committees via a detailed consultation and continued support and guidance helping them achieve their aims.
